His main concern was keeping the car under 280RWHP.. Emissions wasn't even mentioned, but may be a factor, I haven't heard back from him yet. But he mentioned a "legal test" which sounds to me like he got in trouble and his car's power is in question. For emissions, yeah, an NA setup would probably be just fine.. But for testing how much power the car can make, taking the compressor out of the loop at WOT would certainly be catastrophic as the compressor/turbine would overspool and they would literally disintegrate in the housings... The solution: put a restrictor plate at the MAS/velocity stack and limit the total amount of air that the engine can breathe. Since turbine speed is dependent on exhaust energy and the engine wont be producing significant exhaust energy to spool the turbo, the engine will simply run in a limited state and the turbos wont overspool.
